Tolbart works with FOX5 News where she serves as a Weather Anchor/Reporter since August of 2002. Her broadcasting career kickstarted in her area of birth, Montreal, Quebec, Canada. She began her career working in a Community Television where she was working as a Host/Producer for the Black Community Communications Media’s news magazine program “Black Is.” In addition, she contributed to the radio show, “Black SPeaks.”
Later on, she joined Canada’s Nationally-aired “Weather Network” where she was working as a Weather and News Anchor. Additionally, she was also working as a Weather Anchor and Reporter for CTV’s Montreal CFCF-12 working on the consumer advocacy program “Fighting Back” and was also a host for the internationally syndicated award-winning travel show, “Travel, Travel.” The year 1997 saw her join KTVT CBS-11 located in Dallas, Texas where she was working as a Weather Anchor, Feature Reporter, and a Host for the Station’s Live audience talk show, Positively Texas.
Having a strong community commitment, women’s causes, reinforcing positive direction, and an interest in the youth, she has always been an active community service member both in Canada and the U.S.A. While in Montreal, among her projects included “Positive Images,” a mentoring program that she established for adolescent inner-city girls. One of the highlights of this group was when she arranged for them to meet at Coretta Scott King.
Later on, she was officially recognized on the floor by the Nova Scotia House of Assembly- Government of Canada in the year 2002 which was for her career achievements and Community service. While in Washington, D.C., she was serving on the Board of the Juvenile Diabetes Research Foundation where she served for about 14 years. There, she was serving on the Board of “Our House.” This is a residential program for at-risk adolescent males in Olney MD. There she coordinated programs in addition to raising major funds for a new dorm.
She states that in the year 2016, she was highly honored and humbled to receive a distinguished recognition. This is President Obama’s “Lifetime Achievement Award for Community Service.” Being an entrepreneur, she has her own professional speaking business known as “Tolbart Talks.” There, she works as a Motivational and Keynote Speaker, Seminar Leader, Speaking Coach, and Emcee.
She is a proud member of the National Speaker’s Association(NSA). Additionally, she is a former Board Member of the D.C. NSA Chapter. There, she was a First Runner-Uo in the “NSA USA National Keynote Speaking Competition.” She is a huge lover of animals, most especially elephants, pandas, and dogs.

While working for CBS located in Dallas, she was a tutor for elementary school children who helped her set up a mentoring program and workshops for at-risk girls and single teen moms. There, she was able to receive several awards. For her service in Canada, she was also able to receive the prestigious National Association of Black Journalists’ “National Community Service Award” (NABJ). This award was featured in the Jet Magazine. In addition, the year 2002 saw her receive a “Woman of Distinction Award.” This award was with official commendations from the Texas State Representatives, Governor of Texas, and the United States Congress.
From moving to D.C., she has been able to receive numerous awards. These awards include the “2004 Voices AGainst Violence Award”, an award she earned from The Empower Program (serving teen girls). In addition, she is a recipient of D.C.’s Zeta Phi Beta Sorority, Inc. “2005 Woman Of The Year” (non-member). Additionally, the year 2018 saw her being honored by Com-fort Cases (serving foster children) with the “Champion Of the Year Award. This is all in addition to being named the “2014 Top 100 Women In the State of Maryland” by The Daily Record, and receiving the “2009 New Endeavors By Women Volunteer Award” (serving homeless women).
